The Chief Performance Officer oversees the Performance & Budget (OPB) office and provides citywide leadership in strategic planning, budgeting, performance management, procurement, intergovernmental relations, and sustainability. The new Chief Performance Officer will report directly to the Assistant City Manager.
The ideal candidate will have extensive experience in local government budgeting, performance management, and strategic planning—ideally in a High-Performance Organization (HPO) environment. They will be a forward-thinking leader who fosters innovation, promotes accountability, and empowers their team to grow. The City seeks a candidate who is a skilled facilitator/collaborator who can lead both executive and Commission conversations that align data and dollars with strategy and community input.
REQUIRED:
· Bachelor’s degree in Public Administration, Business Administration, or a related field
· Ten (10) years of progressively responsible experience in public administration
· At least five (5) years of recent supervisory/management experience in local government budgeting
· Valid Driver’s License
PREFERRED:
· Master’s degree in Public Administration, Business, or related discipline
· Experience with performance management systems, strategic planning, and Priority-Based Budgeting (PBB)
· Professional development such as Leadership ICMA, Certified Public Manager (CPM), or similar program
· Change management or process improvement certifications (e.g., Lean, Six Sigma)
· Experience with procurement systems, grant strategy, and “What Works Cities” certification
